    Two months before Gov. Brown signed the bill, State Sen. Chuck Riley sought to bar the Oregon Lottery from administering sports betting. Proponents blocked this move, while Gov. Brown got involved in the negotiations. She proposed that sports betting taxes be earmarked for Oregon’s PERS pension obligation, which brought both sides together.
